I finally got scroll arrows to work in Deskbar. The arrows appear when you have so many applications open that Deskbar becomes too tall to fit on the screen and disappear when Deskbar fits on screen again. You can scroll either by using the mouse wheel or by clicking the up and down arrows.

Put Workspaces settings in their own box in Screen preferences. Put brightness slider in the screen box and remove the Set background… button.
